I guess it depends on who you ask. An artist & a physisist will undoubtedly give you different answres. A politician will probably commission a poll before answering.

Basically white and black are not colors. white reflects all the colors of the spectrum and black absorbs all colors of the spectrum.

white is all colors, while black is absence of color...they are still tones.
