Yes he is. His poll numbers always run lower than Pres. Bush's and currently Bush is around 30%. Lower than Nixon (Watergate). He is also the most powerful VP in history. And that, in itself, is scary. We vote for Presidents, not Vice Presidents. They are just tag alongs and being VP gives them exposure for their run for President.

Believe it or not, there is history in this country prior to 1960. Agnew resigned in disgrace, from being a corrupt Governor from Maryland. Lyndon Johnson was elected by a landslide after Kennedy's assassination. Quayle was an idiot, and the worst thing he did was mis-spell POTATO. Nixon was Eisenhower's VP, and when Eisenhower was asked, by a reporter, while Nixon was running for President against Kennedy, what has he done in the last eight years to be fit for the Presidency, Ike told him "give me a week, and I might think of something". Eight years later, he WAS elected President. Mondale lost due to Reagan's popularity. Daddy Bush was a one term President, and Gore won the Popular vote, and lost the electoral vote through iffy shenanigans by the Supreme Court. Only one other time has this happened, when in 1876 Hayes lost the popular vote, but stole the electoral vote via the Congress. The most disliked was probably Andrew Johnson, followed by Chester Alan Arthur. (both proportianate to population at the time). Cheney may become our worst, and it will take a decade or two to finally find out what he actually did while in office. Until then, others are in the running now.

Possibly though I think Spirew Agnew Nixon's VP was even more disliked. Of course Walter Mondale Carter's VP was slaughtered when he ran against Reagan so it may have been a toss up. LBJ was a pretty much disliked VP once people began to figure out that he may have had a had in the Kennedy Assassination but by then he was President.

I don't remember all of the VP's but there were some that were hated more than Cheney. You must remember in the past VP's didn't wield the power they do today. Constitutionally all they do is act as President of the Senate and are next in line for the Presidency in case the President cannot fulfill his duties. That's it.

Are you aware of the history of that office? Aaron Burr killed Alexander Hamilton while he was Vice President...Spiro Agnew was convicted of tax evasion. Cheney is just vilified by the media but comparatively speaking has done little to deserve the ire he receives.
