A chocolate heart means absolutely nothing unless followed up by some type of flirting or being showered with more gifts. On Valentines everyone gets candy- she is just being nice.
I give guys candy for valentines, and I dont want any of them.
Just read her body signals. If she is all flirty, stuttering or whatever else, then yeah she may be interested, otherwise i wouldnt think so.

I wouldn't get too caught up in the chocolate. If she likes you as more than just friends, the chocolate won’t be the last signal she fires across your bow. Play it cool.

If she had not "come on" to you or "hit" on you before, I would think she was trying to be nice or friendly.
