In general, it's very difficult to get out of a parking fine, since 1) it's relatively minor, at $20-50, unless you did something boneheaded like tow-away redline parking, in which case it's even MORE pointless to argue as you'd have been caught red-handed. 2) you usually have no proof in your defense. Any claims that the meter is faulty will be compared to the maintainence records, and usually the meter is fine, which means you're mistaken; the fine stays. And if you claim that the meter man/maid is preferential in issuing tickets, that's even harder to prove.
So just pay the darn thing. If you accumulate 5-10 tickets you can get boot'ed, which costs as much as a tow-away (without the storage fee and all that), and a VERY delayed ticket can result in DMV registration hold, which means you can't renew the car's license.

Fight it, call the number and get a court date, Usually it takes months for them to call you, and most of the time the judge is more anxious to get outta there than fight with you, if you can come up with an excuse, like just make one up, i was on an expired meter, and i said that when i parked i had no change, so i got change from a stranger on the sidewalk a few yards away, went back to the car, paid, and when i came back ten min later i had 20 min left on the meter, but i had a ticket.. it was a little of the truth... but i won

id just pay the parking fine,its not a moving violation,so its not going to count against you,i used to get those things by the hand fulls,and i payed them,why fight it,you know your guilty,and so do they,so id just pay it and go on,its cheaper to pay it,than to fight it,good luck,i hope this help,s.

You don't. If the amount goes high enough, they will boot or tow your car and you won't get it back until the outstanding tickets are paid.
