i have a boiler that heats my house but the circulator pump will not turn on i put a new one on and wired it black wire to black and white to white and it still dosnt work what could be wrong.

the pump and the motor are 2 separate pieces. first can you rotate the pump by hand if not the motor can not either. fix the pump.

if you can rotate pump check for volts at motor should be ac.
if there is no voltage and you motor won't work. voltage is control by your heating unit call a repair person.
if you have voltage is it the correct voltage for the motor. if not call a repair person. if it is replace defective motor.

what kind of pump you talking about ac or dc on dc the black wire most likely negative white pos.+ if ac white neutral black wire common make sure you have power going to the wires

Try seeing if it has power to it with a volt meter
