Let's say for example that you buy a light bulb, and when you try to use it, it won't light up. Or you buy a new alternator, and when you put in on your car it won't keep the battery charged. That is a couple of examples of defective equipment. It would depend on the context it's being used in. If you are stopped with no brakes on your car, or perhaps no muffler, the ticket may state "defective equipment" in that case. It would be a fix it ticket.

A defect with vehicle is a problem that has had several attempts to repair and the problem is still there, example: a perfect circle that is not perfect round but appears to be. A steering alignment that won't align properly but shows to be properly aligned according to the specs.Still drifting right or left.
