How do the guns in movies like Saving Private Ryan and Flag of our Fathers work?

Are they actual models of the guns, like the M1 Garand?

Yes and No.
In most war movies that are based on something older than World War I, they use real guns, because they can shoot the muskets and just have a bang and not fire a bullet.

But World WAr I and over, you're forgetting these directors have a lot of money, so they can make blank-firing only models of historical guns. And in Vietnam movies, most of the weaponry is stuff that we use today in war, so it easier to get their hands on it.

These firearms are most likely the real deal and since it takes some of the forward propelling gases to make the action work on a semi or fully automatic weapon they have plugged the barrel with solder or welding and left a vent in the end so gases will escape and make it authentic looking enough from a distance, yet still contain enough of those gases to operate the action. This plug also lets people know at a glance that it is a blank firing weapon and not a fully functional cartridge firing firearm. When you are watching a movie and you can see the end of the barrel you would see the hole in a firing firearm as opposed to the plug you will see in the blank actuated one.

Many of the firearms in these kinds of movies are either blank firing replicas or real firearms converted to shoot blanks, and some scenes may actually use live ammunition. A blank is basically a bullet without the projectile so that it functions just like a real bullet but without the chunk of lead flying out the barrel.

It depends on the movie and how the gun will be used. Often there are several different guns used as the same gun. If they are doing close-ups of the firearm, they tend to use the real thing. If they are firing the weapon, they usually use one designed to fire blanks.
