You need to become a member in order to download it, but it's free. The only requirement is that you have to post 10 non-spam posts before you can download. The directions are all on the site. It shouldn't be too hard for you since you can chat with other fans of the FLCL series, or any other series you're interested in. It's my #1 guide to manga downloads.

Manga I am not sure about, but the anime can be downloaded at www.da-anime.org.
Narutofan.com *might* still have manga...check it out.
