Usually itching is your immune system reacting, or overreacting to some stimulus. This is the reason a bump is sometimes seen at an itch. The tissue is filled with fighting cells or antibodies.
You may also think that you itch based on how much attention you pay to this. This is just as real and you may scratch randomly or the same place without a reason. Actually the reason may be that you scratched, --causing a cycle of scratch-itch-scratch...
Break the cycle.

I have always had dry skin and since I moved father upstate the weather is so much worse now. I am going to get Vaseline intensive rescue therapy and see how that works.
Cold weather worsens the dry skin and there are a lot of different products out there. The dryer the skin is the more you itch. I have been itchy all day.

Itch accompanies many conditions. Probably the most common cause of itch is psychological, that is, due to stress, anxiety, etc. Stress also can aggravate itch from other causes. Dry skin is another frequent cause of itch.

I just learned this in Psychology class! There are sensory neurons that are constantly firing inside of you sending signals to your brain. Your brain in turns sends signals to your motor cortex (this controls voluntary movement) that says ITCH! And you in turn scratch. This is COOL stuff man! I love this class! You should pick up a book on the brain. It is even more complex than the most sophisticated computer in this world and scientists are still making discoveries to this day!

Itching and eventual scratching can be due to various reasons:
Dry skin.Apply moisturizing lotion instead of scratching. The skin can tear and it can lead to infection.
Eczema. - it is a chronic dry skin condition and bacterial or fungus infection. But this is not what you are talking about.
Around genetalia, if you need to scratch it is normal. Just scratch -scratch delight. It happens to every human being. It is a complicated place and the bacteriae love to have a party there. (listen.... shhhh..........quiet........ca... you hear their dance music and loud partying down there........?)
