William J Clinton did 396 pardons. If you include conditional pardons, commutation of sentences, which is referred to as clemency actions the number would be 456. This number is minuscule compared to some other presidents.
FDR did 3687 clemency actions of which 3418 were pardons.
President Harry S. Truman had 2044 clemency actions of which 1,913 pardons followed by Dwight D Eisenhower with 1157 of which 1,110 were pardons.

Dozens on his last night in office alone...but then, just about every President has done exactly the same thing as they leave office. No doubt Bush will do the same.
