With money (capital). If you use your own (cash or credit card), that's all you need.
If your business will be operating under a business name or any name not your own, you will have to file a "dba" (doing business as) certificate in the town where the business is located, and at the state level in some states.
If you will be looking for money from others who will benefit from the business profits, if any, you can start a corporation and issue shares or an LLC or LLP (Limited Liability Corporation or Partnership) in most states.
Incorporation is rarely worth it unless you plan to have employees or find you have to hire employees.
There are two keys to a successful business: having enough capital to last long enough until income starts being generated, and marketing, which is getting the word out about your business and why people should use your business. Marketing usually requires money, too.

The best routes to take are to research the process of starting a business as well as the industry you're interested in.
I recommend checking out the SBA, Entrepreneur, The Start Up Journal & Nolo. All 4 are great informational resources for the new/small business owner. I posted links for you in the source box.
Research, research, research – this cannot be stressed enough. Read as much as you can. Here are some book titles that are relevant:

Get a tax lawyer or experienced tax accountant to help you set one up. However, when your company is being registered in your local area, you will have to specify the purpose why your company was set up e.g for business, for providing services etc.

Assuming you already have a product or service to sell, you need to get a local business permit, possibly a sales tax (reseller's) permit, and register a business name if you are not going by your name.
A very helpful group is SCORE. They will mentor small business entrepreneurs who wish to succeed in business. Their website is www.score.org.
