All lands are normally leased out and not sold to nay individual.If the land is for a restricted use it would be the property of the government.Your question is not clear, is your land not for sale due to some clause imposed on it by its original lease holder.

The goverment has the right to regain control of lands that are not sold because it has the patrimonial right to all lands within its border and through the exercise of the power of eminent domain.
