Your question is complex, the answer is: being simple. OK, a bit more on that is that a graphic design must deliver the primary message as clearly as possible. It is not art, because art expresses the feelings of the artist. Graphic design expresses the message the customer chooses (if it's good.) It usually uses bright colors to catch the observers attention, and rarely carries a secondary message. That's just the opposite of what the majority of ads we see do.

a good graphic design is the design that transmitts the specifically wated message in the most neat well demonstrated artistic way, away from complexitites

Good to whom? The people or you? You should just follow your gut instincts, and design what you want. No one else can tell you what to make.
