It is similar to "biting off more than I can chew" meaning taking on more than you can handle. For instance, if I am going to school full-time and then I take on a full-time job, I may have bitten off more than I can chew because I may not be able to do both properly (too tired, late for work, not getting homework done, missing school, etc.)

It means that you have been careless in selecting to do something that is beyond your capacity. It is similar to 'biting more than what one could chew' which means that one has taken in more than what one's mouth could contain, literally!
