NO! The writer did not pass away! Geez. He retired. He only writes one a week now which you can still see in most newspapers like the Sun on Sunday. Sheesh.

It depends on where you live. Like where I live they don't have The Boondocks, while in other places they do. It all depends on where you live. Your city might have thought of it as overpriced during the time or something and decided to take it out to save them money. You could read it online, though. The new ones too. I forget what website though. Sorry.
