Although the average number of persons in one of the 435 congressional districts has a slight variation from one state to another, the approximate number of persons in one district currently is AVERAGING about 650,000. (Of course no state can have less than one member of Congress at large, no matter how small the population. Thus, Wyoming has one congressman, but only a population of 495,000 ( as of the 2000 census ) Currently as of 2000, the states of Alaska, Delaware, Montana, North Dakota, South Dakota Vermont and Wyoming have one congressman each. (Their population varies from a low of 495.000 in Wyoming to a high of 900,000 in Montana.)
