If your phone is really old, chances are you'll be able to get a new phone for free from your phone provider. If you are switching to a new provider at the same time and the contract with the old one is not finished yet, then yes, you might have to pay fee.
Call your provider and check it out.

YOu will probably be charged an activation fee.
If alltel uses sim cards, you could always purchase an unlocked phone from numerous websites, including ebay. Just make sure it covers the same megahertz as your existing phone, and BEWARE of bad sellers....I am currently waiting for a paypal claim on a junk phone I bought off ebay....DO NOT PURCHASE FROM ebay user ID SELLULARPHONES..... They sold me a used phone as new.....

Hope this helps.

You pay the phone price. You can pay full and not sign a contract extension or get a discount, or even free phone with a avg. 2 year contact extension.

when you buy a new phone your contract automatically renews when you purchase a new phone so be careful

if you have a service that has a sim card and are getting a new phone that has a sim card, you can buy the phone on ebay for like half and just switch the sim card yourself. i purchased my last like 10 phones off of ebay and never had a problem.
