No it is no problem. He is simply maturing at a different rate. As soon as his puberty kicks in good his penis will lengthen then increase in diameter next. He should feel free to masturbate as much as he wants cause that is good for him and the penis. An adult man has on the average a 5 inch penis. So keep that in mind as you guys measure over the next few years.

He'll grow lots yet. Tell him not to worry about it. He may only be entering puberty, and that's when the most growth takes place.

3 inches soft isnt an issue, ask him if thats hard or soft.
