I'm from the UK, and have travelled in Europe. I am not aware of men wearing women's panties to any extent. European women are more relaxed about underarm hair than some Americans, but there is no hard and fast rule. Most women shave under their arms. It's not obligitary.
From looking on the internet, it seems likely that lots of US men wear women's panties. It is just a fun thing for some men sometimes

The panty thing I didn't know, the shaving...well, yes, very common among european women...and apparently most of them don't know deodorants exist...I've heard they like to keep it 'natural'.
