Here are some PRO tips, I hope they help!
Instructions
STEP 1: Use eyeliner only on the outer rim of the eyelids, not the inner rim. STEP 2: Blend eyeliner with a cotton swab rather than leaving it as a harsh line. STEP 3: Avoid drawing eyeliner on the inner corner of the lower lid; instead, start the line at the beginning of eyelash growth or even closer to the middle of the eye. STEP 4: Use a light shade of eye shadow on the upper lid leading up to the brow, which will open up the eye. A darker color can be used in the fold of the eye. STEP 5: Consider wearing false eyelashes to give your eyes a more wide-eyed, innocent look. Be sure to use natural-looking eyelashes. STEP 6: Curl your eyelashes with an eyelash curler before applying mascara to give you the same effect as false eyelashes. STEP 7: Try a black mascara if brown does not bring out your eyes enough.

Use a kohl black eyeliner (L'oreal is the best brand for this) and smudge around the eyes for a smoky effect. Curl eyelashes or apply false ones, use lots of mascara, apply green glittery eyeshadow in creases of lids, and dark blue on lids. Use yellow shadow for under brows. Wax/powder kit for brows, with brow brush. NYC makes a brow kit called browser that comes with wax, powder, brush and tweezers. Then play down other features...use light pink, coral or nude lipliner with a clear gloss and go light on the blush. You will knock 'em dead!

It really depends the event, daily wear or other and on your complexion too...but pretty universal advise is:
Eyeline in brown/blak your upper lid only very close to your lash line after you dust your shadow on the lid and a darker shadow on the crease and browbone. Then curl and coat both upper & lower lashes with mascara. Highlight with white shadow in the inside corners of both eyes and middle of lids. DON"T overdo and PLEASE DON"T line top and bottom heavy in dark, it looks cheap!!

If you wear your eyeliner on the bottom and not on the eye lid than darkening it will make your eyes pop and look way bigger, brighter, and waay prettier.
