Actually... Its 94 miles.... They just rounded it down.
And no you cant, I Have Lived in the Keys for almost 20 years and 14 of those years were spent in Key west. Your best visibility is about 10 miles on a clear day. I have also been into International waters Off KW and it still isn't visible.

Cuba is 90 miles from the Southernmost tip of Key West and at ground level you can only see up to 20-25 miles until the curvature of the earth allows you not to see anymore. The tallest building in Key West is the Crowne Plaza hotel on Duval street and you still can't see from there.
