$1,000,000.00 is 100,000,000 cents

One week = 1c
two weeks = 1+2 = 3c; 2^2 = 4
3 weeks = 1+2+4 = 7c; 2^3 = 8
4 weeks, 1+2+4+8 = 15c, 2^4 = 16

So you see that 2^n where n = number of weeks is always one penny too high

So you need to solve 2^n >= 99,999,999

This can be done with logarithms:

n log 2 >= log 99,999,999

n >= log 99,999,999 divided by log 2
