Try Anggun.. she's Indonesian and does songs in French and English... but her English albums are all English.
Also try Alana Davis, Toby Lightman, Nina Gordon, Leona Naess They are all in my top favorites and all fit the description you're looking for.

Try Merrick - She has a really pretty song called "Sugar Tooth" that reminds me of Regina Spektor. "Infinity" is also another good song of hers.
