Just tell him that you love him. Guys don't really expect a whole lot for valentines day. They see it as more of a chance for them to show their girl how much they love her.
A simple note or picture of you two together telling him that you love him is more than enough.

i made my boyfriend a giftbasket. i bought a white basket and i put heart tissue paper in it then i bought him cologne, a necklace from hollister, a teddy bear with chocolate kisses, a box of chocolates, a picture frame with me and him and alll of his favorite candies. im also tying a balloon to it that says i love you and later im making him a heart shaped chocolate cake that says i love you. you can do something like that and think of things to put in it that suits your boyfriend. we've been together for a year and 3 months. i hope it helps and good luck :)
