Are you referring to strangers on the street?
They are panhandling but they are being more specific than just the phrase "spare change."
I have come across a number of people requesting a specific amount.
Used to be big Indian guy in Belltown neighborhood of Seattle.
(before the city drove the INDIANS away....yes they did)
Always asked for 13 cents.This is way back in the early 90's.
Just a few days ago I saw woman that asks for a dollar.
And she runs from person to person....
"do you have a dollar?"
"do you have a dollar?"
She wants to cover so much ground so fast she doesn't even wait for the "no" answer.
