Congress makes the laws that set up the government services that are the bureaucracy. The President proposes laws for the congress to enact.

Congress can look into the activities of the bureaucracy by conducting investigations in aid of legislation. On the other hand, the President can control the activities of the bureaucracy through supervisory powers.
