Try Tapei Hostel, my wife and I stayed there last year during our vacation. About US$17 for a double room. Quiet sourrounding, there's a Macdonald and 7-eleven across the road. Plus point is Shandao Temple MRT station is right across the street and free Wifi in the living room :)
