Why wouldn't it be?
It's normal for anyone of any ethnicity to be interested in BDSM.
As for if it's common, I'm not sure on that- I don't know any statistics.

"Normal" is a relative term.
I thought given the history of slavery, and the whole master-slave dynamics of the institution, would prevent Blacks from entering the scene, but alas, there are people of all ethnicities involved in the life.
