You can't do anything untill you melt the ice (pouring lots of hot water over it will help, but watch out for the ice that will form on everything below it (including the driveway), then drain it out and fill with low-temp washer fluid.

Pour some hot water in the resovior then get the blue windsheild washer fluid and pour it in.....

In the winter you have to use de-icer fluid in your resovior. Then run through washer lines. you may have to wait until weather gets above freezing.
