Kid Buu because he's the last of the DBZ series and the strongest in the Z series and because they needed a new technique to beat him. Janemba is the villain of 12th and 13th movie, I don't know if you meant the movies too or just the DBZ series.

well that would be simple, it would have to be shenron.
shenron wasn't able 2 be beaten by fused super saiyan 4 gogeta. i have no idea why anyone would say buu, cell or anyone else, it took goku 2 reach the highest ascension 2 defeat him, yet people the only reason i can think of why people are saying buu is because they havent watched gt.
hear that people the was a whole new series after buu called gt, it would be wise 2 watch then make ur mind on who is greater

Kid Buu is the strongest. He is the original form of Buu and proved the hardest of all to defeat.
The spirit bomb used to destroy him was massinve and required Goku to turn Super Saiyan even after he had thorwn it to destroy Buu.
In a physical fight, he could not be hurt by any fighter except Goku at Super Saiyan 3 and that seemed to be because Buu was not at his full powerand did not take the fight seriously. Nontheless Kid Buu would not be able to be destroyed by Goku alone even at Goku's peak level.

By far it's Super Buu(W/Gohan/Trunks/Goten/Piccolo) and if GT's counted Omega Shenron truly is the strongest hands down.
