Let me tell you about Helium . . .
Your answer is bound up in a Helium isotope called Helium 3. Fusion specialists describe this isotope as the answer to our energy needs for thousands of years to come. The problem is that there is almost none here on Earth . . . but you guessed it, there's tons of it on the Moon. According to an article on space.com, only 25 tons of this can power the needs for the entire United States for one year. Compare that with the energy yield of an equivalent amount of oil. The first nation to make it to the moon, find where it is, figure out how to mine it, and get it back to Earth will have an enormous cash crop energy source that will generate trillions of dollars, millions of jobs, brand new industries, and brand new technologies. Talk about an incentive. As far as people mining the Helium 3, spending weeks upon weeks cooped up in a return module collecting helium 3 for return to earth, and doing this time after time is simply impractical, so we would have no choice but to see bases on the moon. Plus, moon bases would be great midway points for launching missions to Mars or other destinations. As far as when this will happen, it will happen as soon as our passion for getting there exceeds our lazy dependence on fossil fuels.

live? no...but the discover channel has a cool show about the future...2057...they say space elevators will take us to space in 30 mins. =) i'm gonna be in my 70s by then.. =( !
