It depends on what you will do for employment, how much money you will make, what lifestyle you are looking to live, and what type of weather you want to live in.
Chicago in the winter can be brutal - it is about 5 degrees F. right now. The rest of the year is great and it is a terrific city to live in.
The night life is great, lots of job opportunities, and lots of different neighborhoods to live in. BUT it is very expensive to live in Chicago make sure to take that into consideration.
Houston on the other hand is a warmer climate, but the rainy season is pretty exciting.
The heat in the summer is exhausting and the humidity can be stifiling.
There are lots of job opportunities there as well and the good thing is the cost of living is much lower than Chicago.
So, there you are - the choice will have to depend on what it is that you are looking for in life and what type of lifestyle you want to lead.
