I was told a rule that says... If you you show sexy legs then cover the top... and if you show the top then cover up the legs and feet...
So in the case of showing legs... is this combo right to give a little sexy and casual look?

If you dont think it looks ok... then what would you change?
Top? Skirt? Belt? Shoes?

I would keep the skirt and change the top and shoes.
The skirt is really cute and you want a top that balances that. The top that you have on is a little big and chunky. You want something more form fitting, but not skin tight.
As for the shoes, I would go with some boots.

no i dont really like it! it looks like she is trying to dress up by wearing high-heels then wear a casual shirt and skirt! it would probably look better with different shoes!

i like the skirt nd shoes but i think you should get another top.
