probably has a ' at the end. It means 43 degrees and 20 minutes. minutes in this case are 1/60 of a degree, just like in time they're 1/60 of an hour. Therefore, it's 43 20/60 degrees.

sign or sine [sin]? (like cosine, sine, etc)
or is it 43 degrees, 20 minutes? (it's a fraction of a degree, based on 360 degrees of a circle)
