Here's something creative that will be appreciated and you will have fun doing:
Make up a crossword puzzle and have all the hints be personal inside moments and jokes that only you two would know about. Put it on a poster board and add some clipart and some pictures to it!

Ok, so if you're only 15 I am assuming you don't have a lot of money--and chocolates and flowers, those generic Valentine's Day gift staples, are out, right? How about something unique? You can go on Snapfish and create a calendar for him, using your fave pics of you two as a couple, or a photo book, or just enlarge a photo of yourself and add a frame. What is he interested in? A lot of boys at the age of 15 are interested in comics. Maybe you should consider getting him something comic book related? If you tell us more about his interests, maybe we can help you think of something else/better. Good luck, kid!

don't do jewelry. anything big and expensive looks gaudy and tacky on a 16 year old. frame a photo of you two, throw in a poem you downloaded off the internet, and make her a mix CD of a bunch of songs that remind you of her, or that you have listened to together.

Have you ever heard of post secret? Go to www.postsecret.com I read something really cute on there about a boyfriend who is getting there girlfriend a post secret book and putting secrets of there own in there, each secret is something he loves about her. Try that. I think any guy or girl would really appreciate that.

Customize a bouquet of flowers, give her a massage, Pick out special pictures frames and put pictures of the two of you together in them and make your own card instead of buying one.
