You do not have to roll the fenders. My friend has a 1997 with 18x7.5 and its lowered 2.5in. The only time they rub is when he hits a pothole or a bump at speed. Sharp turns incur minor rubbing but that can be taken care of if you take out the inner plastic mud guard.

Holy wow. You'll have to really roll the fenders. Before you buy the wheels, try and find someone w/ the same lug pattern who has some 18s and test fit them, see what is all involved. The wheel might also be too wide. Turning will be effected.
A very low profile tire will help too, but very expensive if cost is a factor.
Also, what is your goal? On an integra, 15s 16s and 17s are ideal for road racing. But if you just want some sweet 18s to rock out with, then try the above suggestion.

Get some Black 15in rims, Spoon, Rota, Buddy Club etc... car will ride and look better with 15in rims and some good tires like Azenis or equivilant...

tell polly pep to bite it!!!! 18 inch wheels will fit and lower it if you want it will look better but you mite need a smaller tirer like a 35 or 40

I'm running 24's on my awesome Civic DX. I just put a spoiler on it this weekend. It's bigger than a surfboard.
