Can I hit him back or at least chase him? This is assuming that I can't read his license plate number for whatever reason. Obviously, I'd report it later on and whatnot, but could I do something crazy on the moment and use the excuse "He hit me first".

Get his license. He can then be charged with leaving the scene of an accident and a hit and run. Why bother putting yourself at risk..its not worth it. I know you'd probably love to lay a beating on him, but you risk harm to yourself.

You can chase him down, and get his license plate. If you hit him even though he hit you first, then there is going to be problems when you logged a police report and claiming insurance. Just get his number and then lodge a police report and call your insurance company.
No need to go crazy on the road and present dangers to other. Go crazy at the police station

Hit him and you are now liable for the secondary impact responsibilities. Chase him and you are asking for a high speed pursuit which could endanger other motorists. You should not report it "later on", you should report it immediately and remain where you are. And the excuse of "he hit me first" only works for six year olds blaming their eight year old bullying brothers. Don't be an instigator for further injury or damage to yourself, someone else, or additional property.

no because he may be at fault for what he did, but you'll get the same punishment if not worse for "getting back at him" cause then your at fault... just get a good description of his car if u can't get his plate #, and even better get the description of the guy too. and the most obvious thing you can do is call the cops immediately, or your states HP...

Get his license# immediately and turn him in as a hit and run.Now,If you caused it by pulling out and not looking first and he hits you ,You are at fault.No hitting back.That could get a attempt to comit murder with a deadly weapon charge.Be carefull.

Get his plate number and call the cops.... dont do anything stupid.... the cops will take care of him.
