My son's IEP goal is to see progress in stops and fricatives, but the speech language clinician has only been working on one sound for two months. Is this normal? I want to speak to the clinician but I'm not sure if what she's doing is appropriate. Thanks in advance for your serious answers!

This can take a long, long time. It took my stepson 4yrs to get his R's, then one day the light went on and he caught on. He still has to work at it and it took him a little longer than normal because at his mom's house they made fun of him and wouldn't help him practice.
You can be a big help by always being encouraging and not losing patience. When he even accidentally says something close to right say "Way to go!"
Practice with him and even make extra effort to be sure you are extra clear. One thing we did was do a lot of sing song rhymes and played word games with him to help him hear the R's and use them in different places.

He will improve it will take time and practise.
