Will people obey a law if:
a) If they are convinced it is right or
b) If they are threatened that the law is being enforced.

Both. But I can really only think of an example for one... sorry... :)

i.e.: seat belt and speeding... need i say more?
people obey so they won't get a ticket.

Yes and Yes. But it's so much better all around if people can be convinced that a law is right. Think about all the police and courts and judges and parole officers that would have to find other work.

If they feel the law is right.

If people feel the law is wrong, they won't obey it (it'll be a question of morals). There have been many laws over time that have been enforced, but the people have believed were morally wrong (such as the women's right to vote).
