the "tube" in it is going out. you'll need to replace the monitor, it's not worth trying to get fixed..

CRTs do that as they age. Either turn down the lights in your room or get a new one. According to the internet, the brightness half life of a CRT is about 10,000-20,000 hours (time for the brightness to dim by 50%). The backlights on LCDs are 50,000 hours, and LED-backlit LCDs last much longer.

Once you have turned the Brightness up as far as it will go, you will either need to replace the CRT tube or replace the monitor with an LCD. I recommend the LCD.

I think the tube is going out and weakening. Get a new monitor, because repairing might not help much.
To purchase a new monitor, you can go to www.froogle.com and find anything there. You can even enter a price range.
