Technically, rumba music and music you dance rumba to are really quite different. I'm assuming you're interested in the latter. Rumba is slow and sensual, while samba is moderately fast and fun. Compare a Luis Miguel song ( you can almost pick any of his) with, say, Sergio Mendes' Mas Que Nada.

As you see, rumba is almost 2 times slower than samba and has completely different charachter. Samba is usally happy music but rumbas sound almost sad to me.
