I would say Alaska.

Do a Size comparison.

As for population ?

This is an odd question. Obviously, Alaska is the closer for size & the temperature extremes of Russia. But a population match would force the different answer to be correct?

What is the rest of the assignment? Give it in full. It seems like a piece of the question is missing.

It's not a fair question. Russia's landmass is bigger than the entire U.S., its population is about half of the U.S. population - how can you compare it to a single state?

Since it's a history class, could it be that you missed three important words: "in ... century"? For example, Russia in XVth century was quite small.
