after plug is put in will not take a charge. Light on power cord turns off. Laptop not acknowledging any power running through it.

It could be a bad power supply. If your laptop is still under warranty (up to 3 years in some cases), you will be able to get a replacement at no cost from HP. If you're getting sparks, it's probably not good to continue using it - you could damage the laptop or even cause a fire.

No but both my Dell and my HP do that sometimes. And I have a very expensive surge protector. I think it is the crappy wiring in my apt.

plug it into the laptop first then the wall
