And if you are exalted for Thunder Bluff and you are a troll does it still cost 700g for the riding skill?

Depends on what type of mount your talking about, I know the regular pvp mounts are now simply aquired though marks of honor (30 ab, 30 wsg, 30 av). The AV mounts I am not sure at all about anymore.
But yes, you still need to buy the riding skill.
It no longer costs 720 gold for the riding skill, it was reduced in a recent patch, I believe its 540 at honored or something.

PvP mount? What are you talking about? You only have to buy the riding skill and you can ride a mount at level 40, 60, and 70. Exalted only mean if you want to buy a mount from a differnt race.
