John Elway went to 5 SBs, but lost everyone (Including in 90' when he lost to the niners, guess who was MVP of that game...Joe Montana) except the last 2, and only had 1 MVP.
Dan Marino never won the Super Bowl (which he lost to the 49ers in 84', and guess who was the niners QB...Joe Montana, who was also MVP)
Brett Favre is the 2nd the best, He is about to break 2 more records, he has a ring (but also lost the SB a year later), I mean come on the guy is Iron Man.
But in about 8 years Peyton Manning will broken all the records, and he will be the best no matter how many rings he has.

Tough question. Right now, not including active players (Favre and Manning), I guess it's Montana by a hair over Marino and Elway because of titles and just great field presence. All three QB's were great at the 2 minute drive (Montana's pass to Clark, Elway's "Drive" in '87 and Marino's fake spike against the Jets always come to mind).
Those three always need to be included in this conversation. Marino, ring or no ring, has sick records that are just mind-boggling when you think about them. Marino made Duper and Clayton look better than they were. Elway didn't have the greatest receivers either. Montana had Rice and Taylor...which I'd guess is the best pair out of three sets of WRs.

That's tough because some had great stats but didn't win the Super Bowl while others have many Super Bowl rings and don't have great stats. Dan Marino would be the best if you look at stats because he had more passing records than anyone when he retired. If you want to look at Super Bowl wins, then it would be either Terry Bradshaw or Joe Montana. Both have won four Super Bowls.
But if I had to choose one, I would choose John Elway. His stats are just as good as Marino's and he competed in five Super Bowls (more than any other QB), winning two. Plus he has more wins (148) and 4th quarter comebacks (47) than any other quarterback in league history.

Peyton Manning.
Reasons why:
1. He holds many records
2. He always carrys the team on his shoulders and wins the game
3. No matter what anyone says, he will always be voted the best quarterback.
4. He won MVP after the Super Bowl, would you expect anything else.
5. He is in Hawaii right now.
6. He plays for the Colts.
7. He will be repeating Super Bowls, and winning them.
What else do I need to say? I like 6'2", 280 pound, rockin-arms quarterback(from a comerical). Peyton is the best. No one can stand up to him. He is unstopable.

Joe Montana, NO DOUBT.
And Peyton Manning is SERIOUSLY overrated. (Just surrounded by the best recievers) If he were on any other team (other than the bengals, saints, rams), he would do TERRIBLE. 7 INT's in the playoffs! How bad can you get? He screws up every playoff. He won't get my respect until he can handle a playoff game the right way.
