In some provinces the drinking age is 18 (Quebec, Manitoba, Alberta etc.) and in others it is 19. They don't let anyone in who is under the legal drinking age

Sure we do, what we say is 18, 19 and 20 year olds can come in and drink!! But, NOPE! The laws prohibits letting younger than the drinking age in completely. A club can be fined and/or shut down if police catch them. And as the club has big consequences they wont risk it.

It is because the drinking age is younger that letting in younger still doesn't make sense. The drinking ages are 18 and 19 depending on province, so not a big deal to wait until then. What? They aren't going to let 16 and 17 year olds in. Very different than letting 20 in to mix with the 21.

And how do you regulate it? You got a big large crowded dark bar and who is watching the under aged? I am sure the bars are happy to just regulate that at the door and not having to worry about watching everyone. Are the clubs you do that in the US beer only? I seem to recall going in California once and it being well lit and beer only? There is no such thing as beer only club in Canada, everything is FULL bar! (Woohoo) So that means it is easy for someone to be holding what they say is a coke to actually be rum. Just to big of a hassle to regulate based on one year's difference in age.

The only times I have seen your wrist band system used in Canada is at concerts and sporting events.

No. Canadian Clubs don't let anyone in who's under 19. (19 is the legal drinking age in most provinces).
