Yes, I have PCOS and I have had periods for the last 12 years (since I was 9) and I only found out last month that I'm not ovulating.
If you are worried about your ovulation you should consult your OB.

Yes; that's what birth control pills are all about. You don't ovulate, but you do have your period, assuming you take the three-weeks-on/one-week-off variety. In addition, girls who are just starting to have periods ("menarche") may not ovulate at first. Everybody is different.

yes, they happen at two separate times. you ovulate about smack dab in between your two periods. for example, back when women used the moon to measure their 28 day cycle (the moon's cycle is 28 days), your period would be on new moons, and you'd ovulate during full moons or vice versa.

Yep. Your uterine lining builds up and needs to be shed (which is what a period is) regardless of whether or not you ovulate.
