Looking at the list of all best movie nominees, I think only 3 could truly qualify as horror movies, The Exorcist in 1973 and The Sixth Sense in 1999 and Jaws in 1973. Silence of the Lambs is a thriller, not a horror movie. Possible inclusions would be The Snake Pit in 1948 and A Clockwork Orange in 1971, None have ever won. If you want to see a list of all the nominees go to Wikipedia.com and search for Academy Award Best Picture.

VERY few horror movies get a "Best Picture" nomination. Its unusual for an actor in a horror movie to even be nominated. I can only think of one actor who won Best Actor for his role in a horror movie: Frederic March for his portayal in 1931's "Dr Jeckyll and Mr Hyde".
The "Special Makeup Effects" Oscar was added so that Rick Baker's work in "An American Werewolf in London" could be recognized and honored.
