I suggest that you should rinse out the filter cartridge in some old tank water every few days (so not to kill off the good tank bacteria) if it's really dirty and do some regular water changes til the smell goes.... sounds like you're describing dead water but if you've got a filter that shouldn't be it, is it working properly? maybe there are too many goldfish in too small of a tank.... they can be quite dirty....

How big of a tank? How many/what size fish? How often do you clean the tank? How do you clean the tank?

You don't have to change the filter very often, but you should do partial water changes (20-30%) weekly, more if your tank is new (hasn't cycled) or has a high bioload.

Rinse your filter in used tank water and run some fresh carbon in it.Never smelt "poopy" water before. Carbon will remove most smells though.

It's possible that you can change the water if your tank is big. I think changing the water is the best if it's THAT bad. Oh and I hope you cure that smell!
