outside of my house. the pipe that slowly drips.
is it supposed to do that or how can i fix it

Your temperature and pressure valve is leaking. It could be going bad, or you could have some foreign material in the seat. First, you can try manually lifting the lever on the valve to open it up and let it flow full force for a few seconds (try 15 or so). If that doesn't allow the valve to reseat, you'll need to replace it or have a plumber replace it for you.

First NO. OK there are two main places that it can leak from
ONE) a valve on the top which is a pressure relief valve and keeps it from blowing up if overheated, this will have a lever on it that you can jiggle and see if the valve will re-seat (warning it may just let go and the only answer is a new water heater)
TWO) a plastic valve on the bottom which is uses to flush the water heater out (should be done twice a year (noonne knows that). This is fixable, what has probably happened is the gasket has gotten hard and cracked and is now leaking. First turn the water off to the water heater (you do not have to turn it off to the whole house, there should be a valve in the incoming cold water) then you need to turn the whole valve (counter clockwise) until it is just spinning, then pull it outwards and keep taking it out (this may take some fiddling). Take the plastic valve to the hardware store and you can get a new O-ring that will seal. Then reverse the procedure to install it.

The T P valve is probably shot. Tap it lightly with a hammer to try to get it to re-seat. Meanwhile go to the hardware and get a new one. Bout $10 - 20 for a new one. Disconnect drain line and replace after you drain the heater some.

You can replace your Pop-off valve.
